Evidence before action
A rate confirmation becomes structured intake. Fresh facts are compared with load context. Conflicting information holds the affected action for review.
A prepared decision
The operator reviews the situation, supplies an instruction and authorizes the next action. An uncertain outcome needs reconciliation before retrying.
Delivery is not financial closure
The POD must match the load and satisfy billing requirements. Accessorial evidence, submission, approval and payment are different states.
